DEENDAYAL ANTYODAYA-NATIONAL URBAN LIVELIHOOD MISSION (DAY-NULM)

The Department through the State Urban Development Agency (SUDA) is implementing the Deendayal Antyodaya-National Urban Livelihood Mission (DAY-NULM) since 2014-15. Objective of DAY-NULM is “To reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor”.
The programme is been extended to all 11 District Headquarters through the respective District Urban Development Agencies (DUDA). The DAY-NULM comprises of 4 major components:

1. Employment Through Skill Training & Placement (EST&P)
2. Social Mobilization & Institution Development (SMI&D)
3. Capacity Building & Training (CB&T)
4. Self Employment Program(SEP)
5. Support to Urban Street Vendors (SUSV)
6. Scheme of Shelter for Urban Homeless (SUH).

Employment Through Skill Training & Placement (EST&P)

This component of DAY-NULM provides skill training for urban poor to enable them setting up self-employment ventures and for salaried jobs in the private sector. The program intends to fill the gap between the demand and availability of local skills by providing skill training programs as required by the market. Different trainings viz Computer (Software & Hardware), Fashion Designing, Cutting & Tailoring, Beauty & Wellness & Hair Cutting, Nursing, Carpentry etc are imparted and provides placement opportunity to those who are qualified and eager after the courses are completed. During 2018-19 a total of 1970 candidates have been placed till date out of which 600 candidates are Self Employed and 400 are Wage Employed.

Social Mobilization & Institution Development (SM&ID)

Mobilization of urban poor households to form their own institutions is an important investment under SM&ID component, for an effective and sustainable poverty reduction programme. NULM envisages universal social mobilization of urban poor into Self-Help Groups(SHGs) and their federations and lay particularly emphasis on the mobilization of vulnerable section of the urban population such as SCs, STs, minorities, female-headed households, persons with disabilities, the destitute, migrant labourers, especially vulnerable occupational groups. The SHGs will federate at the Ward-level into Area Level Federation (ALF). ALFs will organize into federation at City Level Federation (CLF).

Capacity Building & Training (CB&T)

Under CB&T, trainings & meetings are conducted at State & District level and various National trainings are administered. Technical support at National, State and City Levels are implemented to roll out and execute NULM.

Self Employment Program (SEP)

Under this component financial assistance were provided in the form of Bank loan for setup gainful self-employment ventures/ micro-enterprises, suited to their skills, training, aptitude and local conditions in three categories viz SEP-I (Individual), SEP-G (Group) & SHG-Bank Linkage. During 2018-19, 88 Individual candidates have been identified and selected for SEP-I and 31 Groups have been identified and selected for availing SEP-G while SHG-Bank-Linkages are under way.

Support to Urban Street Vendors (SUSV)

Support to Urban Street Vendors (SUSV) constitute an important segment of towns and cities informal economy. This component aims at skilling of street vendors, credit support micro-enterprise development and pro-vending urban planning along supporting social security options for vulnerable groups such as women, SC/STs and minorities. SUSV survey is ongoing in 2 districts: Phek & Wokha while 947 were identified in 3 ULBs (namely Dimapur, Kohima & Mokokchung) and construction is completed in Dimapur, Mokokchung & Phek and ongoing in Wokha.

Scheme of Shelter for Urban Homeless (SUH)

Under the Scheme of Shelter for Urban Homeless (SUH), the DAY-NULM aims at providing permanent shelter equipped with essential services to the poorest of the poor of the urban homeless in a phased manner. The shelters should be permanent all-weather 24×7 shelters for urban homeless. For every one Lakh urban population, provisions should be made for permanent community shelters for a minimum of hundred persons. Depending upon local conditions each shelter could cater to between 50 and 100 persons. Under the program of Shelter for Urban Homeless (SUH) survey is conducted and have identified 49 homeless and construction is completed in 2 ULBs namely Dimapur & ongoing in Mokokchung.
